The report did, however, conclude Comey's actions had injured the reputation of federal law enforcement - and that texts between FBI officials Strzok and Page created the appearance of bias at the bureau.
Trump taunted Strzok's text saying he wanted to "stop" the president.
Trump's lawyers will argue that the report's criticism of Comey makes it clear the President fired him for the right reasons - and the decision was not part of an effort to obstruct justice.
