Authorities in Howard County, Maryland, were searching Monday for a National Guardsman who was swept away as he tried to help a woman find her cat during a flood Sunday in Ellicott City - the second deluge to strike the historic town in two years.

The US President authorized the national guard to address the issue.

Flash floods sent cars floating down Main Street Sunday, while first responders rescued dozens of people trapped in buildings swamped by water.

Severe Flash floods swept through Ellicott City, Maryland, on Sunday.

Residents in Ellicott City, about 13 miles west of Baltimore, returned to their businesses and homes Monday to examine the damage cause by the massive flood.

"This is an extremely risky and potentially catastrophic situation", the NWS said, adding that at least five roads in Baltimore have been shut down due to flooding. "And I can't even imagine the loss his family is suffering", said Nicholas Johnson, owner of a store near the spot where Hermond vanished.

About 225 trips (of 1 to 2 workers each) were made into the restricted flood-damaged area Tuesday, County Executive Allan Kittleman said. There is now no information about casualties; however, one person has been reported missing.

Once inside, she allegedly "began screaming while forcefully kicking the rear driver's side door", causing damage to the vehicle . John's County Sherriff's Department arrived at their home in Ponte Verde Beach, Florida, according to USA Today .

The Howard County government says fire and police officials answered 1,122 calls between 3:30 p.m. and 10:30 p.m. Sunday.

Water turned this street into raging rapids, rising right up through the doorways of buildings. After all the hard work rebuilding from a destructive July 2016 flood, Sowers says he's feeling overwhelmed at the prospect of tackling yet another revival. Kittleman said he is in his 40s and does not live in the historic district, but he did not identify him further.

"God this is worse than the last one", one caller said.

For now, the Main Street area remained blocked off, even to residents and business owners, as teams of authorities and engineers surveyed the mess.

Some people reported hearing a blaring alarm during the flooding.

"We need to ensure the area is safe", Howard County said in a tweet. Emergency crews performed at least 30 water rescues.
