Murphy, a Democrat and former Wall Street banker who has never held elected office, was sworn in as New Jersey's 56th governor shortly before noon on Tuesday amid the traditional pageantry accompanying the transfer of power in the state capital.
Murphy's inaugural address was unabashedly liberal, calling for the wealthy to pay higher taxes, more funding for Planned Parenthood and a $15 minimum wage.
The state should work to provide tools for small businesses, Murphy said, instead of delivering massive tax breaks "to a handful of select and connected big corporations that frankly don't need them in the first place".
"There is no ambiguity in their mandate: They voted to build a stronger and fairer New Jersey that works for every New Jersey family", Murphy said.

Murphy, 60, said he plans to put together a team that is as "diverse as the community we serve", describing New Jersey as "the most diverse state in the United States" and saying he has found many qualified and dedicated people who want to serve and help "get this state back on its feet".
Hinting at Trump's reported vulgar comments last week about immigration, Murphy called the country a "beacon of light" for immigrants including those from Haiti and Africa.
Murphy put his hand on the same bible that President John F. Kennedy - his political hero and fellow MA native - used to be sworn in 57 years ago. The tweet featured Murphy, his wife and their children in a group hug.
The new governor thanked Christie for his public service and highlighted that his battle against the opioid epidemic is "worth applauding and continuing". Murphy, who grew up outside Boston, frequently cites the Kennedys in speeches as inspirational figures, and did so again on Tuesday. The two men shook hands on stage.
"The long-term common good, along with our confidence and optimism about what we can achieve, has suffered", Murphy said.
"This state, under the current leadership, has gotten into the belief that if I give something to you, it comes at my expense", Murphy said. His vision for a "stronger and fairer" state includes reform of the criminal justice system and legalization of marijuana, he said. "New Jersey's taxpayers can not afford to be the personal piggybank for his liberal policies". Murphy's running mate, former Assemblywoman Sheila Oliver, was sworn in as lieutenant governor. "I recognize that while these moments are historic, we make history not in the moment but in what we do with it", she said.
