Saipov allegedly left a note in the truck that translated to "ISIS endures forever", though authorities and Gov. Andrew Cuomo have called him a "lone actor".

The alert comes a day after Sayfullo Habibullaevic Saipov, a 29-year-old immigrant from Uzbekistan, used a rented Home Depot truck to plow through cyclists and pedestrians on a bike path on Manhattan's west side.

Saipov, who was shot and wounded by police, was taken to court the NY federal courthouse Wednesday in a wheelchair with his hands cuffed and feet shackled.

He's been charged with providing material support to Islamic State, and violence and destruction of a motor vehicle with willful disregard for human life - which carries the death penalty.

As previously reported, Saipov (seen below) is the suspect behind the terror attack in New York City.
