The Obama administration's Clean Power Plan aimed to restrict greenhouse gas emissions from coal-fired power plants.

The Clean Power Plan was created to cut carbon pollution from the power generation sector by more than 30 percent by 2030 when compared with 2005 levels.

Pruitt's attempt is the latest in the Trump Administration's unsafe campaign of climate change denial, and is a wake-up call for state and local leaders: if you want to protect your citizens, it's time to take action yourselves because the Trump-Pruitt EPA has shown it's more interested in protecting polluters than the health of Americans.

But the plan met fierce pushback from the coal industry, which issued so many legal challenges that the Supreme Court suspended the policy a year ago.

When the rule was finalized in 2015, power plants were the largest source of U.S. climate pollution, comprising 31% of the nation's emissions. The Obama rule was expected to significantly hurt the coal industry, since coal-fired power plants are the biggest carbon emitters. The rule dictated specific emission targets for states based on power-plant emissions and gave officials broad latitude to decide how to achieve reductions. Pruitt was among about two dozen attorney generals who sued to stop Obama's 2014 push to limit carbon emissions, stymieing the limits from ever taking effect. Almost 200 countries have committed to combat global warming by reducing carbon dioxide and other greenhouse gases that contribute to global warming.

Colorado has already set its own ambitious goals to reduce its greenhouse gas emissions outside of the Clean Power Plan.

EPA will argue in its proposal that the Clean Power Plan "exceeds the EPA's statutory authority", according to a copy of the proposal that was leaked to several media outlets last week. "Tomorrow in Washington, D.C., I will be signing a proposed rule to roll back the Clean Power Plan".
