In the latest move by local and state officials across the country to fight back against the Trump administration's immigration crackdown, California lawmakers on Saturday morning passed Senate Bill 54, known informally as the "sanctuary state" bill.

Some immigrant rights advocates who were previously disappointed with the list of offenses under the Trust Act, were dismayed to see the same exceptions applied in the so-called sanctuary state bill. But, the state attorney general's office would be required to draft recommendations to limit immigration officials' ability to access personal information, and the office also would be tasked with ensuring that SB54 is enforced. The changes did not mollify U.S. Immigration and Customs Enforcement Acting Director Thomas Homan, who said the bill will deliberately destruct immigration laws and shelter criminals. Under the additions to the bill, the California Department of Corrections and Rehabilitation would have to develop new standards to protect people held on immigration violations, and to allow immigrant inmates to receive credits toward their sentences serviced if they undergo rehabilitation and educational programs while incarcerated.

As lawmakers considered the bill Friday another high-profile killing in San Francisco spotlighted the sanctuary issue.

The bill's approval comes less than a day after a federal judge blocked the Trump administration's rules requiring cities to help enforce federal immigration laws in order to receive funding.

Although California lawmakers have enacted several environmental protections this year, a measure aimed at weaning the state's power grid entirely off fossil fuels by 2045 died for the year after lawmakers adjourned without voting on it.
