Kyodo News said he plans to dissolve the lower house of parliament at the start of an extraordinary session on Thursday.
Abe will dissolve the House of Representatives on September 28.
A latest poll stated that Abe's LDP party received a total of 44 percent of support in comparison to 8 percent support for the main opposition Democratic Party and Koike's group.
Koike said at a press conference on TV, adding that she would stay on as governor and head the new party.
A day after US President Donald Trump threatened to "totally destroy" North Korea if it attacks, Mr Abe said: "We consistently support the stance of the US - that "all options are on the table".
"North Korea's nuclear weapons either already are, or are on the verge of becoming, hydrogen bombs", he argued. "Economically, the world is making a big move while Japan's presence is gradually declining", said Koike. Opposition MPs said there is no need to hold elections now. "Can we continue letting [the existing lawmakers] handle politics?" "It would take a major scandal to derail the Abe express", he said. Besides the North Korea crisis, the polls also come at a time when the country is facing a sluggish economy which needs a boost. Also, opposition parties are regrouping and unprepared for an election.
Other government sources have told Reuters Abe will pledge to use some of the revenue from a scheduled sales tax hike in 2019 to fund spending on education and child care.
"I want people's support".

The ruling coalition now controls 68 percent of seats in the 475-member Lower House, including 288 for the LDP and 35 for its coalition partner Komeito, according to the parliamentary web site.
Mr Abe demanded strict implementation of United Nations sanctions on North Korean leader Kim Jong Un's regime, the latest round of which includes a ban on the country's textile exports and a freeze on work permits to North Korean guest workers.
If re-elected, it would be Abe's fourth term. He was the country's youngest prime minister when he first won the top job aged 52.
