Time for China to act on N. Korea

Some diplomats had expected the United States, Japan and South Korea to ask for the 15-member U.N. Security Council to meet on Monday over the test. Haley said on Sunday that the United States saw "no point in having an emergency session if it produces nothing of effect".

The ambassador denied reports that Washington was seeking an emergency meeting of the UN Security Council in response to Friday's test, saying an additional resolution will be of no value if it does not significantly increase global pressure on the North.

While noting that the Pyongyang regime is already subject to numerous UNSC resolutions that it violates with impunity, Haley stressed that China must decide whether it is finally willing to take the vital step.

Haley's comments represent a U-turn after she announced last week she was seeking China's support for a new resolution aimed at isolating North Korea. The time for talk is over.
