The Scot, who had not played since Wimbledon, said he had tried everything to be fit for the final grand slam of the year, which starts on Monday.
Murray, the champion in NY in 2012, also pulled out of the Masters tournament in Cincinnati leading up to the U.S. Open, a move that gave the No. 1 ranking to Rafael Nadal. "When you speak to a lot [of specialists], there are different views and opinions on what the best thing to do is moving forward". He went into the defence of his title at the All England Club with the injury but was able to advance in the early rounds before losing to the American Sam Querrey. Murray's announcement leaves just four previous Grand Slam champions in the draw; Roger Federer, Rafael Nadal, Juan Martin del Potro and Marin Cilic.
He now joins the list of high profile absentees at the US Open this year - Novak Djokovic, Stanislas Wawrinka, Kei Nishikori and Milos Raonic.
As reported on the US Open website: Murray said: "Obviously had the issue with the hip over what's actually been since my match with Stan in Paris".
"Was actually practicing okay the last few days, but it's too sore for me to win the tournament and ultimately that's what I was here to try and do". So, obviously there has been a lot of players with injuries this year - Roger and Rafa last year had a few problems. It was more a question of whether it would settle down in time.

"You know, I'd love to play Rafa here in NY", said Federer.
"I mean, look, yeah, you can cut down the season by half", Federer said, "and then, if there is an injury, we cut it down half again, and at the end we play two months of the year eventually at some stage, and we'll still be injured because now we're not playing enough". "I miss competing, and I'll try to get myself back on court as soon as I can", said Murray, who is 25-10 (win-loss record) in 2017 besides going 2-3 against fellow Top-10 players. Sandgren, 26, only made his grand slam debut at the French Open and should not provide much of an obstacle.
Should Murray decide not to play for the rest of the year, his ranking is likely to slide to around 16th. I have been practicing here and competitive in practice when I'm not moving close to how I can when I'm healthy.
Murray began the year as the world number one, having hit top spot for the first time after a stunning end to last year, when he won five straight tournaments, including the ATP World Tour Finals.
