Whilst the group is Lebanese, it is strongly backed by Iran, and its political wing is very influential within the country.

Another striking moment in the Rose Garden saw Trump lauding his administration's progress in the war against ISIS. Foreign Policy reported that Lebanese lawmakers responded by lobbying their USA counterparts in Congress against the legislation.

It remains unclear what the final legislation would look like or whether Republican leadership will be able to muster enough votes to get it to Trump's desk.

President Donald Trump on Tuesday thanked Senate Republicans for voting to open debate on a measure to repeal Obamacare, though it remains unclear what that proposal will be.
