According to HB 2107's text, it relates to "authorizing the possession, use, cultivation, distribution, transportation, and delivery of medical cannabis for medical use by qualifying patients with certain debilitating medical conditions and the licensing of dispensing organizations and testing facilities; authorizing fees".

As states slowly start to legalize medical marijuana, a question that has remained unanswered is whether more access means more recreational use, too.

The researchers said that in states that haven't legalized medical marijuana, the rate of illegal use among respondents rose from 4.5 percent to 6.7 percent during the time period.

But the state plans to add significant new limits before patients get permission to use pot to treat PTSD.

States that adopted medical marijuana laws had a 1.43 percentage point increase in illicit cannabis use and a 0.66 percentage point increase in cannabis use disorder between 1991 and 2013, compared to states that didn't enact those laws.

In 1991, no Americans lived in states with medical marijuana, but by 2012, more than one-third lived in states that had accepted medical pot. "There is no morality in keeping medicine from sick and dying patients who can benefit from medical cannabis".

These laws "seem to send a message that use of this drug is safe and acceptable in some way", said lead researcher Deborah Hasin of Columbia University's Mailman School of Public Health.

The effect was greater on the later group of states.

Legalization of marijuana for medical use and recreational use clearly sends a message to youth that marijuana is not risky and increases youth access to marijuana.

Last November, Nevada, along with California, Maine and MA, voted to join Colorado, Washington, Alaska and OR in legalizing marijuana for recreational use.

Having said that, one of the reasons other states have been wary of taking this step is that the attitude of the federal government has been less than hospitable towards the marijuana industry.
